Dual Sport Requirements Newfoundland???

Hello All. I have a 1984 Xr350R that has been rebuilt and completely restored. I am wanting to convert to dual purpose and keep as close to stock as possible. I called Motor Registration and they told me that you have to buy a dual purpose kit and install it on the bike as well as DOT tires and headlight and then get it inspected by the Highway Enforcement Department. My questions for those that that have done the conversion are: Do I need a speedometer as my XR does not have one, Do I need to purchase a kit as I can source most of the components I need from other sources and the harness is, straight forward to make, Does the headlight have to run off the Battery as I would prefer to keep it on the AC side of the stator and run all the signals and taillight off a battery pack and a small rectifier/ regulator I have on the second output from the stator, can I use my stock XR Headlight and taillight as the headlight I have has a glass lens with a 35w/55w hi and low beam and the taillight has brake and taillight function, and are led signals approved for road use, and mirrors(should be two or one) I would really love to get this thing road worthy any help would be appreciated.
