Bar Risers not tight

I installed bar risers on the Varadero, and for some reason I cannot get them tight enough, ie the bars slightly rotate backwards after a couple of rides. I have the caps correct, and torqued the front two bolts first and then the rear as per the instructions. And I've installed the same on the KLR and no issues. Any tips or trick to keep the bars snug?
