Satellite Phones (and GPS tracker options)

The Province used to make satellite phones available to anyone traveling the TLH. Obviously more important in the days of all dirt and less traffic. Does anyone know if they are still offering them?
Not so much for the TLH itself but I am considering some excursions off the beaten track a bit. I don't have a satellite tracker of any sort and cell coverage is spotty at best; absent anyplace remote. I am thinking that I need to have some method of communication if I run into any sort of emergency. If satellite phones are not available, I will probably end out with one of the satellite tracking devices - Inreach, Spot, Zooleo etc... I don't need one of these devices on a regular basis and hate the initial cost as well as the monthly service charges.

I found a link on the Provincial website - perhaps I'll contact them and see...

Edit: I also found the following, but still no idea whether the service is still offered.
(I have an email query in to NL Tourism department.)

Edit again: I changed the title to include GPS tracker options since this may turn out to be a better option than a satellite phone - especially if there are restrictions on the use of the phone.
