There either is a rule or there is not. Period. Politician speak for somebody fucked up and we don't want to drag their ass out in public because it might look bad for/on us.
I'm curious as to what American military is doing in St. John's? Is there a base up there?
Not unusual. Nato, ice patrol, any number of shift change for pilots/crews due to mandatory rest periods.
Most easterly airport in North America, great for fuel before heading over seas.

I flew into YYT last week and you are met by RNC, security and health officials when you leave the baggage area. You have to show two pieces of ID to prove you’re a NL citizen and then fill out/submit a declaration form with information of where you will be isolating and how you may be contacted. I was asked verbally of how I was getting there, when I would be arriving, and other misc details. The message was delivered loud and clear regarding the rules and regulations. Sometimes a phone call is made to your residence to ensure you are isolating. Nobody called me, but several co-workers did receive calls a few days after arriving back home.
The airports are near empty, and the planes at a fraction of capacity. To be honest, I feel you’re more at risk at any department store (Wal Mart, Cdn Tire, Grocery Chain, etc) than travelling these days.
